POLICE LICENSED KIDNAPPING, RAPE, MURDER, DRUGS, WITNESS TAMPERING,
OPEN APPRISAL OF FACTS TO NH ATTORNEY GENERAL, MICHAEL DELANEY
It is clear there is a Constitutional crisis, and a public accountability crisis, at every level and locale of "government" throughout the land, and this document encapsulates these matters in micro-causm.
June 16, 2011, it was reported that Jack Haycock of Rochester, son of a Farmington man, Bubba Haycock, (Bubba being a known motorcycle traveling companion of former Farmington Chief of Police Barry Carr, and Chief of Police Scott Roberge), was arrested in Berwick, Me., with $6,000 in oxycontin and $18,000 cash. (Foster's Democrat article by Jennifer Keefe, jkeefe@fosters.com).
In 1997, while I was away in Texas, Chief of Police Roberge, and Bubba Haycock orchestrated a campaign of state-sponsored terror against my widowed mother and other family members, beginning with a violent, heavily armed campaign of stalking against my nephew and younger brother by a gang led by Haycock's other sons. This woman was clearly falsely arrested after she complained to Roberge that Haycock had exposed his genitals and screamed profanities at her as she was driving down the road. While she was hand-cuffed and wearing a dress and high heels at age 65, she was violently assaulted by Kuffer Kaltenborn of the Strafford County SWAT team, now golden boy for the Portsmouth Police Dept.
In 2008, former Dover police prosecutor, Frank Santin and others met with a Sgt. Gerraghty of the New Hampshire State Police, to inform him of the investigations he had done in New Hampshire and New Jersey, regarding the cover-up of the kidnapping and death by drugging of an elderly veteran in Farmington. Apparently, the victim ended up in NJ, but no one seems to know where. A medical examiner and a funeral director each signed off on the documents without ever seeing a corpse. Many public officials, up to Gov. Keith Christie, a Romney man, like Kelly Ayotte, at that time NH Attorney General, are in collusion in the cover-up. It is because of this that Chief of Police Roberge in Farmington chose to step down, too late

Gerraghty said, "We can't help you with this. I suggest you get a lawyer." ]
In light of this apparent willful collusion by the state police in this cover-up, I find it necessary to reveal something I regard as more than just hearsay.
It was revealed in my street level intelligence, by an informant who fears for his life should he be identified, that one of Haycock's other sons stated to him, "You would not believe the shit my father gets away with. Whenever he goes to Florida to get drugs, the state police give him an escort home from the Massachusetts/NH border..."
I know someone who, as a youngster, watched from a balcony overlooking the Farmington PD from across the street, with one of the Beauvier boys who said, "What do you think is in those duffle bags my dad and Roberge are taking out of that trunk? They just got back from a trip to Florida."
I do not wish to present mere hearsay as fact, nor bear false witness as was done to me in an orchestrated campaign by the state to silence me in exposing these matters, widely reporting rumors to the effect that I was a gun fanatic, threatening the lives of the chief of police and a federal judge, a notion that was rejected out of hand, by the US Marshals, with whom I had been in contact at various points, for several months, beginning with the tax related siege in Plainfield, NH (Ed and Elaine Brown, political prisoners).
I even had a marshal come to my house, hand me a card and invite me to attend the reunion of some airborne forces he and I served with.
Just to illustrate the proven value of my street level intelligence in exposing official corruption:
The two rapes committed, (that I am aware of thus far), by Brandon Dubois, the son of Rochester Chief of Police, David Dubois, 46 Ledgeview Dr, Rochester, were in the process of being swept under the rug, with no public revelations ever made, when I came upon street level intelligence that the rape of a Farmington girl had been committed. I exposed the matter in some documents I mailed to various public officials. Otherwise it never would have gotten any consideration whatsoever. Months later it surfaced in the Foster's Democrat, that Dubois was being charged with another rape, of a Rochester girl.
The grandmother of the Farmington girl no longer wished to speak about it upon follow up. I wonder what silenced her. The girl and grandmother have since disappeared due to official unwillingness to investigate police crimes in Strafford County .
Further street level intelligence indicates that the Rochester PD, at some point in the timeline, launched an orchestrated campaign of witness tampering and further obstruction of justice, as well as administrative abuse and official oppression, all very serious crimes, by terrorizing an already traumatized teen age rape victim.
Later it was reported in the front page of the Foster's Democrat, Dover , NH , that the charges had been dropped, as a result of an official apology, "by no means an admission of guilt." Later still, it was reported that the charges had been annulled, removing any potential of any apparent repercussions whatsoever, for kidnapping and rape. Chief Dubois stated that, "I am just glad that my son can finally put this behind him."

regarding the annulment of charges. Brandon Dubois used his father's handcuffs, went to the home of a family friend, a teenage girl, handcuffed her and savagely raped her for several hours, and it got annulled. Too easy, Son!
I assure you that we the People will never allow this man to walk away without repercussions, in a world where many decent men are hounded everywhere they go, failing to gain, or losing employment, because of an indiscretion, resulting in "statutory rape" convictions, when there was no rape, and clearly there was no pedophile activity, or at least arguably at best.
Former Attorney General, now US Senator Kelly Ayotte, well apprised of the Farmington cover-up, was there to congratulate Chief of Police Dubois of Rochester, as he was named President of the New Hampshire Police Chiefs Association, having conducted political maneuvers and witness tampering against two traumatized teenage rape victims to get his son off the hook for rape and the Attorney General rubber stamped the annulment!!!. Wait until the people of the world hear about this.
The Foster's Democrat has failed, categorically, to render a single bit of credible reporting in these matters, and certainly would never have discovered the rape, in Farmington, had I not revealed it. They certainly have never looked any deeper than the surface of dropped charges and an annulment, nor at my presentations in 2007, when I was incarcerated. They never fail to malign people with the official COPS story, and never do they seem to print a retraction, upon the dropping of charges at arraignment, or after a not guilty verdict. Is the Foster's Democrat, In Dover, New Hampshire, a mere proaganda arm for the corrupt COPS of Strafford County?
I will stop, and go my way in peace, doing honest, peaceful business once again, when I feel that satisfaction has been rendered. Until then, New-hampshire will be in the spotlight. Anything that is done to me will only throw jet fuel on the fire. Every time a new campaign of terror is launched against me and my family, more serious minded academicians and Constitutional defenders around the country find out what is going on up here and what I am doing about it.
I was on the verge of dropping these matters. However, in June, a Farmington woman, Nikki Chapman, reported in a written statement to Officer Hunter of the Farmington PD, that a thug, Roger Pinkham, of 50 Hanson Street , Rochester , had attempted to run her off the road, in a series of aggressive maneuvers along Rte 11, from Farmington to Rochester . After several conversations with me, apparently, the Rochester and Farmington police did nothing.
This man has repeatedly been reported to the police for assorted acts of assault, profane and loud verbal assaults upon women, criminal threatening in front of the Rochester district court...This man assaulted a Rochester police officer in an attempt at an assault upon a man known to me, and he was not arrested. It is clear to me that Pinkham is some kind of police informant.
Pinham stopped his truck one day in downtown Dover and severely beat a man who was minding his own business and the Dover police did nothing. Meanwhile, the Dover PD is well known to engage in acts of unwarranted assaults and harassment. On July 8, 2011, a Black man was handcuffed, assaulted and harassed for over an hour, for parking tickets for which he had no responsibility. (He will be a co-plaintiff of mine in a major multi-party federal lawsuit). When a crowd gathered outside the barber shop where this happened the police stated, "Get the fuck back inside or we will arrest you." Are the Dover Police and the police throughout Strafford in collusion with agents of the NH State Police in drug corruption? Is this Pinkham a drug dealer under their protection, like Bubba Haycock in Farmington ?
It is clear that he is another example of a criminal, operating his crimes under the de facto protection of two local police departments, who are acting in deprivations of rights (rights to protection of law), and in reckless endangerment of the public safety (Punishable under Title 42, US Code).
Nikki Chapman, of Farmington , was railroaded into a bogus guilty conviction for armed robbery and all of the evidence points out that she clearly did not do it. She was kept in Strafford County Correctional Facility for a year and a half, continuously waiting trial and it never came. Every time the time ran out for the charges to be rubber stamped by the grand jury, they extended the period for how ever many more months. There was a woman in there who had been waiting for over two years in jail and charges had not even been brought! Judge Capiello, after hearing evidence at initial arraignment in Rochester district court, making it clearly evident that Nikki was innocent, rubber stamped the process. Nikki finally was coerced into a bogus guilty plea, something that happens all the time in America!
A man, Norman Marcotte, of Farmington , is being railroaded, through fear, intimidation, and discrimination, into a perhaps bogus conviction of operating a methamphetamine lab. The Farmington police, used the matter of a fire due to paint stripper as an occasion to take a bunch of photos of the Mountain Men biker club facility next door, and apprised Marcotte that if he turns state's evidence against the Mountain Men, all charges would be dropped. A judge stated, "I will give you thirty years," in order to badger him into a guilty plea. A team of four attorneys at the public pretender's office held a mock trial and told Marcotte, "We don't like you. We would find you guilty. You had better cop a plea." They have failed, categorically, to investigate any evidence to prove his innocence. Marcotte's mother is being denied knowledge of whether her son has been moved from Strafford County to the state penitentiary.
This matter of Pinkham's license to drive in acts of attempted vehicular homicide, calls to light a Constitutional question that is now before the NC Supreme Court, in which the prosecution has attempted to drop the charges, because they do not wish to confront the evidence on the matter of right to travel vs state-licensed "privileges." This matter is being defended by private Attorney General in accordance with the private Attorney General Act, Rod Class, a career Navy veteran, from North Carolina, who is running as a write-in for President.
There is a plethora of cases across the country, and particularly in NH, wherein it has proven far too easy for the DMV to "suspend" the "privileges" of citizens, on the basis of some LEGALSPEAK technicality, put on steroids by the magic formula of reciprocity, creating a massive bureaucratic web of entanglements and extortionary fees, WITHOUT ANY EVIDENCE THAT THE DRIVER VIOLATED THE PUBLIC SAFETY!!! Now this thug, Roger Pinkham, of Rochester is still driving with a legitimate license, having attempted a vehicular homicide?
I have fully communicated this position regarding licensure, to Virginia C. Beecher, who stands well apprised of the un-Constitutionality of many DMV policies and actions. I have cited many case cites regarding the act of "driving" "operating", etc, a motor carriage or any conveyance in general modern usage, upon the roads of the state and nation, as being "a right, not a privilege. It is not subject to licensure, vehicle registration, forced insurances and the like," only to local safety laws such as speed limits and stop signs...
I have a letter from former US Senator Bob Smith affirming it is a right not a privilege, and citing three US Supreme Court cases.
It is clear from the case cites I have read, and simple fact and logic pertaining to the foundation of our republic, that this business of licensure in general is wholly a fabrication by the state, in an effort to make crimes, of failures to obtain "permission" from the state for exercising timeless, unalienable rights, doing activities that mankind has always done, before there ever was a state.
I know from personal experience, that no one has any business requiring someone to spend fourteen months in school, to be allowed to give a therapeutic massage. Others have successfully massaged people all their lives, doing no harm, having spent not one day in school. So now I am compelled to pay extortionary fees to the state, and pay money for bogus continuing education units, in order to have permission to give a massage? This is an extortionary racket, one of many.
I need a license to massage because Brandon Dubois has a license to RAPE? Essentially that is the fact of the matter, when it comes to outcomes in matters of law, government and authority around here.
We are going to get to the bottom of this licensing business, in the developing critical evaluation regarding open and accountable government, that is going to expand and intensify around here.
We can begin with this matter of police chiefs granting de facto licenses for kidnapping, murder, rape, witness tampering, obstruction of justice, vehicular aggression, and generalized thuggery, while the common man is hounded by the police and courts over some of the most trifling violations, arising from a maze of un-Constitutional policies and proclamations, having not remotely committed an actual crime.
A closely related matter is that of the police and prosecutors being able to mount campaigns of prejudicial and trivial arrests and prosecutions against poor people, who are compelled by the Office of Cost Containment to pay legal fees for legal defense to which they are, as poor people, Constitutionally entitled. This is a critical barrier erected by the founders against random assaults upon due process of law, often in orchestrated campaigns against the poorest and most defenseless among us. This is un-Constitutional, it is an assault upon the due process rights of the common people, and you are hereby ordered by me to cease and desist in this racketeering and extortion.
Any time that an agent or agency of state conducts a willful campaign in violation of the public trust, and the public safety, and makes veritable war upon the people's rights and their Constitution, how are we the People to regard it as anything but Treason?
What if, (and this is by no means to be construed as legal advice), thousands of people across the state, and indeed the nation, when charged with trifling violations, or even serious crimes, were to apprise the magistrate in advance that they wish to invoke the Brandon Dubois annulment process, precedented in a Rochester rape case?
"I assure you, judge, that I am truly sorry, although this is no admission of guilt."

A copy of this film and a constructive notice regarding the un-Constitutionality of the IRS campaign against the Browns, was delivered by Bernie Bastian, to every member of the NH legislature and senate at the time, to every member of the governor's council, to numerous other officials including the county sheriff. Several people approached Gov. Lynch with a copy, and asked him to address the issue and he never did.
The US Marshals admitted that the Browns had committed no crime.
No one in the NH government at any level, acted to defend the rights of the Browns, and by extension the rights of mankind. Who are you people, and what do we need you for?
